What we propose

DIGIT is the Directorate-General for Informatics whose aim is to deliver digital services to enable EU policies and to support the Commission’s internal administration. CERT-EU is the Cybersecurity Service for the European Union institutions, bodies, offices and agencies (Union entities). CERT-EU is administratively attached to DIGIT.

In addition, DIGIT.CERT-EU have a strategic role to support the Union entities with the implementation of the Cybersecurity Regulation. This will include issuing calls for action describing urgent security measures and proposing to the Interinstitutional Cybersecurity Board guidance documents and recommendations addressed to the Union entities, with a view to contributing to the longevity of the Regulation in the dynamic field of cybersecurity.

DIGIT CERT-EU is looking to recruit a Project Manager to join our Security Consultation team in Brussels.

In this role, you will be overseeing projects within DIGIT CERT-EU as well as liaising with various Institutions, Bodies, and Agencies of the European Union (EUIBAs), and other stakeholders. It is a position that requires a versatile mindset, eagerness to lead key initiatives, and the capacity to support a team of highly skilled IT professionals in an international, collaborative environment.

You will be part of our Security Consultation team, which has a range of responsibilities:

  • In-Depth Project Analysis and Strategic Goal Setting:
    • Conduct thorough analysis to understand the intricacies of each project
    • Define clear and measurable objectives that are aligned with CERT-EU's mission and stakeholder expectations
    • Determine project scope — including boundaries, deliverables, and success criteria — to ensure targeted outcomes
    • Outline what we are aiming to achieve, setting the stage for awesome project outcomes.
  • Comprehensive Lifecycle Management of Projects:
    • Develop detailed project plans, outlining tasks, resources, timelines, and milestones
    • Continuously monitor project progress against benchmarks, adjusting plans as needed
    • Implement effective project control mechanisms to stay on schedule and within budget
    • Use your project wizardry to keep everything running smoothly, on time, and without breaking the bank.
  • Dynamic Communication and Team Collaboration:
    • Establish robust communication frameworks to ensure seamless information flow among all parties involved
    • Act as a liaison between internal teams and external stakeholders, promoting synergy and mutual understanding
    • Facilitate regular meetings and updates, ensuring all participants are informed and engaged
    • Build communication bridges that make everyone feel included and in the loop.
  • Proactive Risk Management and Problem Solving:
    • Identify potential risks through foresight and stakeholder feedback
    • Develop contingency plans and risk mitigation strategies to address and resolve issues promptly
    • Maintain agility in problem-solving, adapting to changing environments and unexpected challenges
    • Spot potential hiccups before they happen, thanks to your project sixth sense.
  • Progress Reporting and Stakeholder Engagement:
    • Prepare comprehensive reports detailing project status, achievements, and challenges
    • Present these updates to management and stakeholders in a clear and concise manner
    • Engage stakeholders effectively to maintain their support and involvement throughout the project lifecycle
    • In other words, whip up reports that aren't just informative, but also super engaging to read.

Who we look for

You must possess experience and/or university degree in IT Management.

You should also demonstrate the following skills:

  • High level of customer-orientation and willingness to remain aware of customers’ needs;
  • Strong analytical and problem-solving skills including the ability to deal with a large amount of information in a limited time;
  • Awareness about cyber related topics;
  • Ability to establish and maintain effective working relations with co-workers in an international and multi-disciplinary work environment;
  • High degree of commitment and flexibility;
  • Excellent communication skills in English, both orally and in writing.

The ideal candidate will possess some, or all, of the following:

  • Knowledge of git;
  • Official certification on IT security;
  • Official certification related to a Cloud computing platform;
  • Experience in delivering trainings or presenting technical solutions outside one’s team;
  • Good working knowledge of current IT risks and experience implementing security solutions;
  • Understanding of Agile and SCRUM methodologies.

The candidate must hold a security clearance at EU SECRET level or be in a position to be security cleared.

Are you eligible

To apply, you have to:

  • Be a national of one of the Member States of the European Union
  • Be able to provide a certificate of good conduct
  • Have fulfilled any legal obligations related to military service
  • Be able to produce evidence of thorough knowledge of one of the official EU languages (level C1) and satisfactory knowledge of a second official EU language (level B2).

Additionally, to be recruited as a contract agent, you must have:

  • For function groups II and III:
    • a level of post-secondary education attested by a diploma, or
    • a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years, or
    • professional training or professional experience of an equivalent level, where justified in the interest of the service.
  • For function group IV:
    • a level of education which corresponds to completed university studies of at least three years attested by a diploma, or
    • professional training of an equivalent level, where justified in the interest of the service.
